OPERATION FOWLER’S SNARE
— PART IV —
FIRE STARTERS
A Mission Briefing & Prayer Guide for Baptizing Children in the Holy Spirit
MISSION OBJECTIVE
Ignite a generational outpouring of Holy Spirit fire by equipping consecrated, Spirit-filled leaders to anoint with oil and lay hands on children, so the oldest are filled first, the fire spreads child to child, and families are ignited through them. This mission works because children listen to children. When the fire touches the oldest first, it spreads quickly and freely to the rest.
WHY THIS MATTERS
Oil flows downward. Fire spreads outward.
Older children help younger children receive. Then children pray for their parents, and revival breaks out.
In a world where darkness presses hard, God has promised a way of escape: that His people would partake of the divine nature and escape corruption (2 Peter 1:4). When children learn to pray in the Spirit, they receive a lifelong weapon, a lifelong Comforter, and a lifelong fire.
BIBLICAL FOUNDATION
Acts 2:38–39 — “The promise is for you and your children… and for all who are far off.”
Luke 11:13 — The Father gives the Holy Spirit to those who ask.
Acts 19:6 — Hands were laid on believers; the Holy Spirit came upon them; they spoke in tongues and prophesied.
Acts 10:44–46 — The Holy Spirit fell; they spoke with tongues and magnified God.
1 Timothy 2:8 — Men are called to pray, lifting holy hands.
2 Peter 1:4 — We become partakers of the divine nature and escape corruption.
Psalm 133:2 — The anointing flows down.
Revelation 4:8 — Heaven never tires of holy repetition.
A WORD TO THE CHURCH
Many churches sincerely love Jesus and preach the Gospel. Yet in some places, the baptism of the Holy Spirit is rarely taught, rarely practiced, and rarely imparted. This briefing is not written to condemn anyone. It is a call to return to a New Testament normal: believers filled with the Spirit, praying in the Spirit, and walking in fire power that only starts with purity and intimacy with God.
SAFEGUARDS & QUALIFICATIONS
This is holy work. It must be done with reverence, humility, and child-safety as a non-negotiable.
- Follow your church’s child-protection policies (background checks, two-adult rule, visible ministry, appropriate touch).
- Never pressure or single out a child. No fear. No shaming. No performance.
- Make sure each child is born again and understands the Gospel in age-appropriate language.
- Only consecrated, Spirit-filled leaders should lay hands on children.
- If a volunteer is ensnared in pornography or hidden sexual sin, they should step back immediately, repent, get pastoral help, and pursue restoration before ministering to children.
This is not punishment; this is protection. God restores the repentant, but children must be guarded. Where hidden sin remains, worship withers.
THE FIRE STARTER TEAM
- The Holy Spirit highlighted a strategic order from Acts 19:6 (laying on of hands) and Psalm 133 (oil flows down): Spirit-filled men of the church should rise up to lead this impartation with integrity and spiritual authority.
- Spirit-filled men who pray in tongues are among your church’s greatest spiritual assets: they don’t only fight in the natural, they war in the Spirit.
- If possible, have mature, Spirit-filled men minister to boys and mature, Spirit-filled women minister to girls, always in accordance with your church’s policies and pastoral covering.
- If you do not pray in tongues, don’t be discouraged. Ask a Fire Starter to pray for you first. You can’t give what you don’t carry.
THE FIRE CASCADE PLAN
- Call the Fire Starters: Identify Spirit-filled leaders (especially men) who already pray in tongues and walk in purity.
- Consecrate the team: Worship, forgive quickly, confess sin, and ask the Lord for clean hands and a pure heart (Psalm 24:3–4; 1 John 1:9).
- Start with the oldest class first: Fire Starters lay hands on the oldest children and lead them to receive.
- Kids minister to kids: Once the oldest class is filled and confident, they go to the next class down and help them receive.
- Repeat grade by grade: Like oil flowing down, the anointing moves from class to class.
- Invite family fire: Encourage children to pray for their parents at home, and then bring testimonies back to the church.
READ-ALOUD SCRIPT (FOR TEACHERS)
You can read the script below out loud to children (ages 4 and up). Pause often. Keep it simple. Let the Holy Spirit lead the moment.
ADORATION
“Jesus, You are the King. You are good. You are holy. You are worthy. We love You.”
“Lord, You inhabit the praises of Your people.” (Psalm 22:3) Lead the children in praise and worship to Jesus.
CONFESSION & FORGIVENESS
“Father, forgive me for every sin. I forgive anyone who has hurt me. I release them to You.” Read 1 John 1:9 (or summarize it for younger kids): God is faithful to forgive and cleanse.
THANKSGIVING
“Thank You, Father, for loving me. Thank You for washing me clean. Thank You for Your promises.” “Thank You that You are faithful and just to forgive me and cleanse me from all unrighteousness.” (1 John 1:9)
SUPPLICATION (ASK IN FAITH)
“Father, in Jesus’ name, baptize me with the Holy Spirit and with fire. Fill me now. I receive Your gift. I believe I receive.”
Remind the children: “The promise is for you and your children” (Acts 2:39).
Encourage faith: “Ask in faith with no doubting” (James 1:6). God is a good Father.
THE 3-STEP RECEIVING MOMENT
- Lay hands (with safe policies): A Spirit-filled leader gently lays a hand on the child’s shoulder or head (as appropriate).
- Receive: “Holy Spirit, come upon you now, in Jesus’ name.”
- Speak: “Open your mouth and start speaking the sounds the Holy Spirit gives you. Speak loud enough so you can hear yourself.”
Important: The Holy Spirit gives the utterance, but you give your voice. He will not force your mouth. You partner with Him by speaking in faith.
IF IT STARTS SMALL, THAT’S OK
Some children (and adults) begin with one word or one sound and repeat it again and again. That’s okay. Heaven is full of holy repetition (Revelation 4:8). Keep going.
God wants to give you a unique prayer language, just as unique as He made you. Tongues can grow and develop as you keep practicing with the Holy Spirit. God’s vocabulary is unlimited.
IF A CHILD DOESN’T BREAK THROUGH TODAY
Do not be alarmed. If they asked sincerely in faith, the Father heard them (Luke 11:13). Tell them: “Your prayer language is there. Keep trying at home in a quiet place with Jesus.”
Many children receive more easily when they are alone with God… no crowd, no pressure.
HOW TO KEEP THE FIRE BURNING
- Practice every day (start with 2–5 minutes). The more you practice, the clearer it becomes.
- Pray in tongues when you don’t know what to pray. The Holy Spirit helps you (Romans 8:26).
- Sing in tongues when you worship (1 Corinthians 14:15).
- Pray in tongues while reading the Bible. Then pause and listen for understanding
Pray in tongues together as a family and as a church.
HOW TO COACH WITH GENTLENESS
- Keep the atmosphere joyful and reverent. God is a good Father.
- Don’t coach kids to copy sounds. Encourage them to listen inwardly and respond in faith.
- If someone is stuck in their head, lead them back into simple praise and childlike trust.
- Celebrate quietly. Avoid calling attention to one child.
- Invite testimonies later. Testimony turns embers into bonfires.
FINAL COMMISSIONING PRAYER
Father, in Jesus’ name, we ask You to pour out Your Spirit on our children. Baptize them with the Holy Spirit and with fire. Raise up Spirit-filled men and women in this church who carry purity, power, and humility. Let the anointing flow from the oldest to the youngest, and from the children to their homes. Make our families places of worship. Make our church a house of prayer in the Spirit. And let Jesus be glorified in all the earth. Amen.
